It seems that al-Qaida's violence is just now turning off Muslims. If that really is the case, then they must be finished, because if there is one thing we know, al-Qaida never acts unilaterally and always is sensitive to the opinions of others.
As additional proof, officials claim that:
"In the last year to 18 months, al-Qaida has had difficulty in fundraising and sustaining themselves," McConnell said.
They don't say how they know this, but I'm guessing it's the amount of raffle tickets remaining from the fundraisers, and the "Will bomb for food" signs seen at highway ramps.
Just in cast the proof isn't enough to secure your vote for victory, the CIA itself definitively slams the door on doubt with this:
CIA Director Gen. Michael Hayden said there seems to be increasing willingness in the Islamic world to question al-Qaida's vision. As evidence, he pointed to the fact that al-Qaida's second-in-command, Ayman al Zawahiri, now has a Web site to which readers can submit questions.
"I think it is a remarkable step and I don't think reflective of overconfidence on the part of al-Qaida leadership," Hayden said.
In other words, they are absolutely desperate for conversation. Answering questions is commonly exhibited by many entities during death throws.
The intelligence agencies still deem the group too dangerous for them to ask questions directly. One question I'm certain they are anxious to ask is, "are you dead yet?"

McConnell said he would like the United States to play a more direct counterterrorism role in the lawless tribal area of Pakistan that borders Afghanistan but Pakistan has not agreed.
"I would like to see us have much more aggressive activity, but what that connotes is a potential to invade a sovereign country. So that becomes a very problematic issue," he said.
You see, an operation is a very tricky thing. If not done exactly right, it can accidentally become an invasion. The plan may call for several hundred special force soldiers but in the chaos and confusion of battle, it's not uncommon to end up with several hundred thousand troops there.
Also note that the invasion of a sovereign nation is "very problematic."
This, I am sure, is a recent conclusion, and probably resulted from, say, 5 years of field trials.
