It describes a county in Mississippi with a major electrical hardware manufacturer with a partially union- partially immigrant/illegal labor force. After some complaint to ICE, all the mexican employees are rounded up for immigration hearings. At first glance, there appears to be a good bit of acrimony to go around: union complaints that illegals are being promoted and scheduled preferentially, minor complaints that unions are pressuring immigrants to join the union.
The pressure consists of union reps showing up at their houses, offering them gimmie T-Shirts, and saying that they will make more money if they join the union.
Uh, that doesn't exactly sound like an offer you cannot refuse...

The article implies some collaboration between management and ICE, leading to the sneaking suspicion management went with their suggestions when it started becoming apparent that formerly mexican/guatemalan workers were actually joining the union.
