We can solve the 'crisis' in banking by letting the current players sort out their problems through market forces, allowing the miscreants to get what they deserve, while simultaneously, commiting $700,000,000,000 to loans of every type to homeowners and businesses to keep the markets moving and the economy growing and homeowners in their homes. However,the $700,000,000,000 would be handed out by a new governmental loan agency that would have no middlemen, and would provide the money directly to the people who need it, requiring proper collateral and appropriate interest. Moving forward, there would be no speculation and profiteering that led to the current crisis. This approach would actually provide more liquidity without the slowing effect of bank profits.
