Upon disposition of H.R.3082, there will be 60 minutes of debate equally divided and controlled between the Chair and Ranking Member of the Judiciary committee on Executive Calendar #184, David Hamilton to be US Circuit Judge for the 7th Circuit.
Upon the use or yielding back of time, but not before 2:15pm, the Senate will conduct a roll call vote on the confirmation of the nomination.
Slow but steady progress on the appropriations bills looks likely to continue this week, with possible consideration of the Commerce/Justice/Science conference report in the House and work on the MilCon bill (that's "military construction") in the Senate, though we're still only about halfway done with the 12 regular bills. We'll have to see how much patience they have for dealing with these bills one by one after the Senate gets through with its first pass at the health insurance reform bill, which could start to work its way through the process this week. That's going to consume an awful lot of energy, though, so we may see the remaining appropriations bills (or some number of them, anyway) lumped together into an omnibus bill and passed all at once -- a prospect that becomes more attractive, perhaps, now that rumors are percolating about either additional stimulus spending or even possibly a reprogramming of TARP funds.
In the meantime, the House has filled up its suspensions plate and has votes scheduled all week, through Friday if necessary. So look for them to stretch out the votes on suspensions again to carry some of that schedule through and keep the floor open and running to keep the gears turning while they wait for the Senate on health care.
Speaking of which, the sun is rising in the East, and we are waiting on CBO scores. The Senate leadership has a target in mind (under $900 billion) and they'll revise their bill until get hit it. In the meantime, Harry Reid last week started the Rule XIV process for bringing the merged bill straight to the floor, objecting to the second reading of the bill. Don't understand why he'd object to the second reading, or what that has to do with anything? Click on the link for a briefing on Rule XIV procedure. Don't care? Well, just wait in your seat for a while, and we'll hear more about when we can expect the Senate to start moving on the bill -- with a motion to proceed to consideration -- later this week.
