Although President Obama did not get all he wanted in the stimulus bill that passed the Senate today, and will not likely get all he wants out of the House-Senate conference later this week, he has two more chances coming soon, and they cannot be filibustered, to get the balance of what he needs.
The current spending bill, an omnibus spending bill, http://corporate.cq.com/... expires at the end of March. It must be extended to avoid a government shut down and, by rule, it cannot be filibustered. So, school construction, and anything else that did not get in the stimulus bill, can be put here, at least for the balance of the fiscal year, through September 1, 2009.
Then, soon thereafter, congress will begin work on the various spending bills for each of the departments, or, as has been the recent history, some of them will be wrapped into their own omnibus bills, and they too cannot be filibustered.
With secure majorities in each house, Obama should be able to get all the job-creating spending measures he wants.
