Considering the fact Ron Kirk remains unconfirmed for U.S. Trade Representative and that his nomination for that post has met resistance from some Democrats on the issue of his pro-free trade record, a lateral move here is a possibility. Furthermore, the move would smooth over friction with the Congressional Black Caucus and others over concerns over the 2010 Census. Kirk was the first black mayor of Dallas, so he certainly understands the importance of counting all within our cities. Kirk is also well-respected within the business community and would be a good spokesperson for the administration's economic policies.
