As part of an effort by the British government to discourage those who have, in the past, incited violence through use of incendiary tactics, the British apparently have a list of persons who are not allowed in the country (including Fred Phelps and Michael Savage). The list was just published today and the BBC got a hold of it.

The BBC writes:
Islamic extremists, white supremacists and a US radio host are among the 16 of 22 excluded in the five months to March to have been named by the Home Office.
Since 2005, the UK has been able to ban people who promote hatred, terrorist violence or serious criminal activity.

The following persons are on the list, and I explain why each was included according to the Brits:
Abdullah Qadri Al Ahdal-Preacher, accused of fomenting hatred that may lead to violence.
Yunis Al Astal-Preacher/Hamas MP, accused of fomenting hatred and glorifying terrorism.
Samir Al Quntar-Released Lebanese terrorist, accused of fomenting violence against civilians. He has been known to say that he considers all Israelis valid targets (civilian or not).
Stephen Donald Black-Former KKK leader and creator of white supremacist website "Stormfront", accused of promoting hatred and violence.
Wadgy Abd El Hamied Mohamed Ghoneim-speaker and writer, accused of fomenting violence and glorifying terrorism.
Erich Gliebe-Neo-Nazi leader, accused of fomenting race-based violence.
Mike Guzovsky-Jewish militant, accused of fomenting violence and terrorism.
Safwat Hijazi-TV preacher, accused of fomenting violence and terrorism.
Nasr Javed-Kashmiri militant leader, accused of fomenting violence and glorifying terrorism.
Abdul Ali Musa-Muslim activist, accused of glorifying and promoting terrorism.
Fred Waldron Phelps Snr and Shirley Phelps-Roper-Anti-gay activists, accused of fomenting violence and creating undue disturbances by picketing soldier funerals among other things. Shirley is Phelps' daughter.
Artur Ryno and Pavel Skachevsky-Leaders of a violent Russian skinhead group that beat and killed more than twenty racially motivated murders and posted movies of these crimes on the internet. Accused of fomenting violence and terrorism. Both are currently in prison.
Amir Siddique-Preacher, accused of fomenting violence and terrorism.
Michael Alan Weiner (Better known as Michael Savage)-Controversial talk-radio host, accused of promoting violence and inspiring social unrest in the US.
They are all barred from entering the UK, at least for the time being.
