It is in fact no wonder that a dimbulb like Beck [and so many others] had [have] immense difficulty answering the question when it is apparent to all what he [they] meant [mean].
It's a weapon in his arsenal yet he [Beck] does not have the courage to defend it when asked directly what he meant by the term.
So we must help them understand we know exactly what he means since they often confuse American culture with 'White' culture.
Firstly to define what is 'white culture' you have to look at what we actually mean by culture, then you have to see in what way it applies.
Secondly you have to look at why the expression is being used and the context of its use gives it a specific meaning.
These may turn out to be completely polar opposites one being factual the other being contextual, hence also explaining perchance the bipolarity of a Beck monologue.
I'll explain it for him then:
Firstly lets take the definition of culture as it applies to humans and not its agricultural context.
Culture as a noun.
[So you can pack the Petri-dish away; although this may be useful when studying Glenn Beck acolytes later on].
1. The totality of socially transmitted behaviour patterns, arts, beliefs, institutions, and all other products of human work and thought.
2. These patterns, traits, and products considered as the expression of a particular period, class, community, or population: Edwardian culture; Japanese culture; the culture of poverty.
3. These patterns, traits, and products considered with respect to a particular category, such as a field, subject, or mode of expression: religious culture in the Middle Ages; musical culture; oral culture.
4. The predominating attitudes and behaviour that characterize the functioning of a group or organization.
Intellectual and artistic activity and the works produced by it.
1. Development of the intellect through training or education.
2. Enlightenment resulting from such training or education.
A high degree of taste and refinement formed by aesthetic and intellectual training.
So actually the use of culture in a phrase can actually have quite a varied meaning.
OK, so we need another definition to narrow the field down:
From the 2000 US census:
"The term White refers to the original peoples of Europe, the Middle East, or North Africa."
"Hispanics who reported their race as White, either alone or in combination with one or more races, are included in the numbers for Whites."
"The federal government considers race and Hispanic origin to be two separate and distinct concepts.
Well that really doesn't appear to be helpful in narrowing it down.
Caucasian doesn't really help much either.

So using the term
White culture
or even trying
Caucasian culture
Seems to imply an immense variability in meaning when used ad hoc, since it is a basically a meaningless term when used on its own.
So if we wish to narrow the meaning of the expression down we have to look at the context in which it was used.
Context
- The part of a text or statement that surrounds a particular word or passage and determines its meaning.
- The circumstances in which an event occurs; a setting.
OK, the context
The context is that he is calling our President a racist by the means of a inherently racist phrase.
Now above we have shown that the terms white culture and white people are really non specific in meaning so we have to use the context that Beck uses to determine what he means by white people.
One must assume he means himself as an example.
Pale skin, straight hair, light coloured eyes, perhaps he means Aryan? It does not meet any anthropological test however:
We must look at how the term was defined by those who used it for a definite purpose.
Without this possibility of using lower human beings, the Aryan would never have been able to take his first steps toward his future culture; just as without the help of various suitable beasts which he knew how to tame, he would not have arrived at a technology which is now gradually permitting him to do without these beasts.

When you use the terms 'White culture/White Race"
You are inferring that other races do not match up, they are somehow inferior to the race you have defined yourself as being a part of.
I would argue if you use a phrase containing a skin colour associated with culture you are being inherently racist.
French culture has a specific meaning, Afro-American culture has a specific meaning, whereas the use of white culture or black culture have imprecise meanings.
Therefore when you use White culture/black culture you have to define what you mean precisely to avoid being percieved as a racist. If you cannot define what you mean I suggest that you do not use such phrases.
The context in which the phrase is used is vital.
