The newly released St. Norbert's poll of registered voters shows the Wisconsin Senator 2% behind, but the electorate here is bigger than registered voters.
Our at the polls registration means the youngest eligible voters don't bother to register before they go to vote, they just show up with proof of residency, and always vote at the highest rate in the country.
In 1992, my polling place near the State Capitol recorded 600 plus at the polls registrants, near 1/3 of the total, and went 92% for Feingold.
In 1998, polling at this point in the cycle similarly showed Russ 2% behind, with pollsters making the same mistake St. Norbert's made today. Add 2.5% at the polls registration, and Russ is winning.
