Morning Business for 90 minutes with senators permitted to speak for up to 10 minutes each and the time equally divided. The Republicans will control the first 30 minutes and the Majority will control the next 30 minutes.
Following morning business, the Senate will resume consideration of S.3217, Wall Street Reform, with the time until 12:20pm equally divided and controlled between the two leaders or their designees.

At 12:20pm, the Senate will proceed to vote on the motion to invoke cloture on the motion to proceed to S.3217, Wall Street Reform.
I can't stand it when people stretch beyond the limits of reason to try to create an acronym for their bills that obviously picks the name first and tries to backfill a title that "works" into it after the fact. Today's example is the Pentagon procurement reform bill coming to the floor under the acronym IMPROVE, which is supposed to stand for "Implementing Management for Performance and Related Reforms to Obtain Value in Every Acquisition." Leaving aside the fact that the acronym for this bill is really IMPRROVEA (or IMPRROVEAA, if you include the word "Act" at the end), it's just stupid-sounding to torture English that badly for a not-all-that-clever payoff at the end. I'm rating it a "moderately awful" on the Bad Acronym Naming And Nomenclature Assessment Scale (BANANAS).
But, you know, whatever.
On the Senate side, more Wall Street reform head-butting. Today we'll see the first vote on the second cloture motion on the bill motion to proceed to consideration of the bill, the first one having failed 57-41, and failed on reconsideration by the same vote. There are no developments that suggest a change in the vote count is expected at this point.
Today's committee schedule appears below the fold. Random committee observer geek note: the House Judiciary Committee is meeting at 10 am this morning, which is unusual for them. Most committees holding morning meetings meet at 10. It's the favorite time by far. But for some reason, the Judiciary Committee, with much greater frequency than anyone else, ends up meeting at 10:15, or 11. I have no idea why that is. Nor do I have any hope of discerning any real meaning from it. Maybe Chairman Conyers just isn't a morning person. Or maybe he is, and he's on the go until past 10. What do I know? It's just one of those things you notice when you watch committee meeting habits. I don't know why I do that, and I don't recommend it. But maybe you'll be able to drop that tidbit in conversation one day and look really super-duper-informed.
