Poll and Discussion: Diary Reform

Everybody's scrambling to be on top of the soapbox, and a lot of good ideas are being lost in the furor.  What can we do about this, or is Diary Reform even necessary?

I don't know what Scoop will and will not allow, but I can there are two things I'd like to see:

A "favorite diaries" list.

Exactly like Kos' allowing users to select other External blogs to include in the stories feed, (see User Preferences) this would allow users to tag diaries and include them in the stories feed.

Preference on the lists for high rated users and for most-posted-to diaries on any given day.

I'm not as fond of this idea as the former, because high ratings do not always correspond to interesting diaries (witness myself) and some of the most-posted-to diaries are flamewars.
