Do you want to have a manufacturing comeback in the USA?
Consider patents, which are government-enforced monopolies on the manufacture of a product. Nowadays, patents are often used by corporations to prevent US manufacture of a good because the monopoly patent holder can choose to make the goods elsewhere that has starvation wages.
So a good step would be to require that all US patents on goods that are sold in the USA have 51% of the entire manufacturing process done in the USA or the patent is open for use by US manufacturers until the 51% level is reached.
All US patent holders must license manufacture in the USA if they do not manufacture 51% of their US sales in the USA.
"You want a USA patent? Then you must make it here."
