WASHINGTON (AP) —
The White House Office of Political Affairs during the George W. Bush administration violated the law by giving political briefings to political employees, concludes a government report issued Monday.
"
Because most of the briefings took place during normal business hours and in government buildings, many of the briefings implicated the Hatch Act's prohibition against engaging in political activity while on duty or in a federal workplace," the report found

According to OSC, the report (embedded here) investigated:
1) the transformation of OPA from an advisory office to the President into a campaign organization that worked directly with the Republican National Committee to achieve electoral success for Republican candidates; and 2) the improper use of U.S. Treasury funds to support Republican campaign activity.
Notably, OSC itself was highly politicized during the Bush administration. OSC Chief Scott Bloch called Geeks on Call to have them scrub computers during an investigation into whether he was retaliating against employees.

"...fired U.S. Attorney David Iglesias revealed key new details about the Office of Special Counsel’s (OSC) probe into Karl Rove and other White House officials reported today by the Los Angeles Times.
Iglesias said that on April 3, he filed a Hatch Act complaint with the OSC, charging that Karl Rove and others may have violated the law by firing him over his failure to initiate partisan-motivated prosecutions.
These Hatch act investigations may end up being more potent than anybody realizes. Remember, Watergate started out as a third rate burglary".
