The first few uniformed Guardsmen have just arrived at the Wisconsin Capitol, where the Governor hopes to use them to supplement the State Patrol to empty the building. Without the Guard, and with the City Police and Dane County Sheriff refusing to act as Walker's political enforcers, the State Patrol doesn't have the numbers to do shit.
We don't need overt federal intervention, Just keep the Guard off the battlefield. This can be accomplished simply by the President taking nominal control and ordering them to barracks at the sprawling complex at Camp McCoy, 100 miles to the north.

These orders don't need to be issued immediately, but should be drafted so that they're ready as soon as the Governor MAY attempt to use the Guard.
