P.J. Crowley, the recently fired State Department official that called Bradley Manning's treatment "stupid," sticks by his statement that the treatment is "stupid" if "well-intentioned" but says that the U.S. government is not torturing Bradley Manning.
Here's P. J. Crowley writing in his piece for the Guardian:
Earlier this month, I was asked by an MIT graduate student why the United States government was "torturing" Private First Class Bradley Manning, who is accused of being the source of the WikiLeaks cables that have been reported by the Guardian and other news outlets and posted online. The fact is the government is doing no such thing.

Here he is saying that Manning's treatment is "well-intentioned."
So, when I was asked about the "elephant in the room," I said the treatment of Private Manning, while well-intentioned, was "ridiculous" and "counterproductive" and, yes, "stupid".
