The Obama justice department has a chance to make sure that minority voters get more representation in the South. There are three Deep South states where African American voters are underrepresnted when compared to the percentage of African Americans in the state. The three states are Alabama, Louisiana, and South Carolina. In each state, African Americans make up about a third of the state's population, yet they only get about 15% of the seats.
The Obama Justice Department should deny preclearnance to any redistricting maps passed in these three states that dont give African Americans another district in each state.
I have done some maps on Dave's Redistricting App and you can easily create another black majority district in Alabama by connecting Montgomery with half of the black belt and Mobile. You can also do so in Louisiana by connecting Baton Rouge with Shrevesport.
In South Carolina, it can be done by connecting Charleston with African American voters in rural counties, while maintaining the other district by connecting Richland county with rural counties.
I hope the Obama Justice Department doesnt role over when it comes to representation for African Americans.
