That's Ukrainian gay activist and head of the Gay Forum of Ukraine Svyatoslav Sheremet having the shit beaten out of him by neo-Nazi protesters. The protesters were angry about the gay pride parade to be held in the capital city of Kiev. The bashers ran off when they realized they were being filmed. This is what Sheremet looked like after the attack:
All of this happened as the Kiev police did not lift a finger to protect the gay marchers.
That's what happens when you dare to be out and proud in Ukraine.
Sheremet and other gay activists were planning a pride event for Kiev--the first-ever pride parade to ever be held in Ukraine. Those plans were cut short when Kiev police notified the organizers that right-wing protesters were descending on Kiev and advised against holding the event. The police, of course, were not interested in providing any amount of adequate protection for the event participants.
According to Max Tucker, Amnesty International's Ukraine campaigner:
It has been clear from the start that the Kyiv police department did not want this march to go ahead. Their reluctance to commit to the event and to put adequate security measures in place to protect demonstrators left organizers fearing for their safety. The Kyiv authorities and police must work harder to ensure next year pride participants can feel confident they will be protected.
Fortunately, mass-scale violence was avoided. But only after the complete cancellation of the event. And Sheremet did not escape without being brutalized.
All of this is happening as Ukraine is currently debating St. Petersburg-style legislation banning the "promotion" of homosexuality.
