Written in 1994, after a review of the LA Riots, this FEMA report is quite eye opening, in light of what we know today.
The discussion primarily focuses on the conundrum of using the military to help quell civil unrest and the Posse Comitatus Act which, back then, still existed.
The report concludes:
Calling up the National Guard and other federal agencies has an important psychological effect on how quickly order is restored in a civil unrest situation.
However, without proper planning and coordination in riot control tactics, and without an update in administrative and tactical procedures, federal agencies will be underutilized in civil unrest emergencies.
In short, what was lacking back in 1994 was a centrally planned ability and soldiers.

Many will remember that this 1994 plan was preceded by the 1980's civil unrest plan
GARDEN PLOT.
Quelling civil unrest using military force is a strictly bi-partisan project. We, the people, are to be feared. History, if nothing else, has taught those governing that people can be vicious if their rights to a decent life are thwarted long and harshly enough.
But we know all about this, so let's not get caught up in the Weeds.
A SHORT RANT:
We know the police have been militarized and are fully equipped with lethal and non-lethal weaponry. The nationally coordinated dismantling of the Occupy camps made that quite clear.
We know that anything we do or say on line will be stored in the two, new massive data centers in Utah and Maryland.
We know that the legitimacy of our elections are questionable from a trove of reported problems with electronic voting machines.
In short, don't we know we are overpowered by the corporate sponsored, people funded Military Industrial Complex which includes the loss of privacy?
Like my friend says: That's what, so what, now what?
Can we begin by finding some cohesive answers to some important questions?
What I find most irksome is the fact that our very own sweat equity, our hard earned wages, paid in good faith to our State and US Government, have been used to create the systems that can and are being turned against us.
Unless and until the legalized by our representatives criminality of corporations is stopped, what is to stop a worse version than the Pinkerton Guards from ending our rights to freedom of speech? freedom to peacefully assemble?
Free speech zones! Isn't the United States a free speech zone?
Where is the law prohibiting the mercenaries of DynCorp, Blackwater/Xe/Academi/Whatever, from being used state side? There are rumors that Israeli guards were hired by private citizens during Hurricane Katrina?
Do we have to lose all unbiased media before we demand a return to the Fairness Doctrine?
Do all students have to become Debt Slaves to earn a degree?
Have the days of living wages ended for the majority of US Citizens?
If we lose our abilities to seek justice from our governments, we lose so much.
When the majority of us have lost a sense of human dignity, we will lose what little we have left.
You know and I know this didn't just roll out from nowhere. Decades of planning went into NSA, DoD, DoJ and Executive power grabs and financing.
That said, Raytheon claims that it's DoD internet intrusion program, PERFECT CITIZEN, is Big Brother:
So which is it? PRISM or PERFECT CITIZEN
I find the seemingly unheeded direction of so many issues that are robbing so many citizens of so much so depressing, I am considering eating fast food.
Maybe that is the PLAN. Eugenics by fast food.
