The early Catholic Church in fact did the choosing of which books they deemed to be divinely inspired, but also no signatures there either.
Various squabbling continued for many centuries as to what was and what was not divinely inspired, Martin Luther didn't like the Hebrews, James, Jude, and Revelations.
It all really comes down to the theory of Papal Infallibility rather than any editing on god's part.
