Earlier he US had managed to praise Cuba's medical efforts a bit,

However on October 27 instead of sending condolences the US again vetoed the UN resolution opposing the blockade, again condemning Cuba on human rights issues.
Perhaps Cuba should not have sent a 60 year old to a danger zone, but he was an administrator not a doctor. People treating those close to them causes people to react wrong. Cuba should had figured out he had malaria sooner on. But the day a hero dies is a poor time to condemn Cuba.
Jorge Rodriguez came from Sancti Spiritus in the Central Part of the Cuban Island. He might have attended the notable University of Medical Sciences. He worked for more than 30 years at the Sancti Spíritus Provincial Health Ministry, served voluntarily on an international mission in Mali, and departed for West Africa October 6. October 22 he started getting serious diarrhea. October 24 he finally began to get treated for Malaria. In the end UN and WHO representatives, who treated and monitored him remaining by his side, together with the Cuban ambassador and brigade leadership, until he died.
