There are people who say there is no such thing as "White Privilege" in this country. That we don't have a Police Bias problem, we have a problem of people being disrespectful to the poor, endlessly set upon Police Officer.
So naturally if you're loud and aggressive to Police, you should get what you get.
He also, while carrying a loaded weapon while intoxicated, had no ID on him at the time.
More details over the Flip.
Caller: Hi, I just wanted to report that I was driving down 4th Street. And I saw a Caucasian man, with white hair, walking with what looks like an AK47.
Dispatcher 2: 911 what is your Emergency?
Caller 2: Yes, I'd like to report something. There's an elderly man walking with what it looks like to be an assault rifle, I don't know if it's a BB gun, a pellet gun or what not. I'm mean he's older, he's an elderly man, an I just want to make sure everything's going to be alright.
Dispatcher 2: He just has it on his shoulder, he's not pointing it at anybody?
Caller 2: He has it on his shoulder facing the sky, but there's no - sling to it.
Dispatcher 2: He appears to be intoxicated and stumbling around a little bit, bumping into some stuff?
Caller: He's directly in front of the Dairy Queen.
[1:02] Police Car drives up, stops, then backs up about 40 feet.
Officer [from off camera]: Hey partner how ya doing? Can you set that down right quick and talk to me? Well, you can't cross the street like that.
Old Man: Am I being detained?
Officer: Yes, you are being detained, right now. You're crossing the street illegally. Place the weapon down on the ground please. Place the weapon down on the ground.
[Man turns to camera, gives it the finger!]
Officer [for the fourth time in 00:35]:Place the Weapon Down on the Ground, please. Place the weapon down on the ground. Sir, I'm asking you to put the gun down on the ground. Well, you crossed the street illegally. I just wanna talk to ya. I just wanna talk to ya, you're walking around here scaring people, man.
Old Man argues...
Officer: I understand your rights, I'm not trying to violate your rights. Ok, but you're crossing the street, marching around, you can't cross the street like that. Well, you need to put the weapon down before I come talk to ya. Do you have some identification on you?
Old man argues back.
Officer: You have no ID on you what so ever? Why are you carrying around a weapon without any identification?
Old man argues...
Officer: You have the right, but you can't cross the street like that.
[2:42 and yes, he's Still Alive Ladies and Gentlemen:] Old man argues more.. then grabs his crotch.
Michael Jackson he is not.
Officer: I need you to put the gun down, you're being aggressive towards me.
[2:52 Another police car pulls up in the background, two are now visible, the Officer - apparently in a third - continues from off camera]
Officer [to someone else]: Sir, could your car and drive over there please? [2nd Police Car begins to move out of frame. To old man] You have committed a crime, you're jaywalking.
Old man talks...
Officer: Right. What's you're name bud? What's that? Joe Schmo? You know you are required to identify yourself if I have identified you as committing a crime? You jaywalked. We don't need to go this route, man.
Old man argues cuz, guess what, he's still alive....
Officer: I'm not coming near you with a rifle shouldered on ya.
Old Man: You're free to go.
Officer: No, You're NOT free to go. Right now you're committing a crime of resisting and obstructing. [Because he wouldn't tell his name, which in Michigan isn't the law.] So now you've stepped up to a misdemeanor crime. I'm not here to shoot you, I don't wanna do that, man.
[Camera switches angle to opposite side, we can now see two more police cars to Houseman's right. Houseman continues to shout. ]
Officer to on lookers: Folks I need all of you to go inside, if that gun is live and he starts firing. Everybodies at risk. Thank you.
Officer to Houseman, who still talking: What? And that's not helping your case any. Have you been drinking today? Well then why are we acting like this? We been using drugs?
4:45 Houseman grabs his crotch again...
Officer: Why are you acting like this? Why are you so angry? Why are you cursing at me? I'm not here to fight a revolution. I'm here to protect the citizens of the city. That's it.
Officer: You can't. unfortunately we're beyond that point, Sir. Well, what do you want me to do? I'm asking you to put the gun down and be reasonable. That's all I'm asking. We've been here for five minutes [5:26] and I've asked nothing but reasonable things of you.
Officer: How am I acting like a Prick? I am not in a gang. Your scaring every single person in this community right now. I would like you to put your gun on the ground and we'll come talk about it, that's all I'm asking you to do, Sir. What is your date of birth? You see I have a reason to get your identification now, when you crossed the street you did so illegally. Yep, but I can't do that without your name. So I have a reason to ask for your name now, that has nothing to do with the gun. But I will not approach you with that gun shouldered, and your showing hostility toward me. I am not going to die because you're angry with me. That is not going to happen today. Put the gun down on the ground and I will talk to you, like a man. You are not free to go, no Sir. You are not free to go.
Houseman continues talking, physical motions are less aggressive:
Officer: Why do we have to act like that? What's our problem? I'm not acting, I'm responding to a call. Three people called because you're marching around with this gun on your shoulder. Scaring the bejeezus out of every body. And then you cross the street right in front of me, improperly.
[Camera shifts to third angle, farther away. Two Cops cross the street.]
Officer: And now you want to curse and yell at me, I hadn't said word one to ya. You started cursing at me right away.
[7:22 Houseman sits down]
Officer: We have a reason to detain you, you are being detained. So you know based on your studying that this open carry law... listen to me. If I have a reason to detain you then you have to follow my lawful order. Is that correct? Sir, do you understand that you need to follow my lawful order. Now, I'm giving you a lawful order to put the gun down and identify yourself. [Houseman gets comfortable, crosses his legs] You are resisting and obstructing at this moment, you understand? [to other officers] "Joe Schmoo's" his name.
Houseman is still talking, more relaxed movements now.
[8:50 Houseman puts the rifle down]
[Radio Chatter: Subject is agitated, he's is exercising his open-carry rights, but he's certainly over extended those by now]
Officer [to others at 9:13]: I'm gonna walk up and try and talk to this guy that's gonna be against every fucking bone in my body. How do I trust him [unintellible] shoot his fucking ass.
[Radio:] Ok, he's agreeing to not touch the rifle.
[9:23] Officer walks up, picks up rifle, unloads it then kneels down to talk with Houseman.
, now I've seen what a "Good" Cop looks like.
