I'm not an expert in political ethics (Is that an oxymoron?), but it seems to me that the head of a state political party is probably not supposed to give away the secrets of one GOP primary candidate to another. However, according Judith Davidoff at the Isthmus, emails that came out of the investigation into Scott Walker's office, prove that Reince did exactly that. He leaked secret information about Rep. Mark Neumann (who was facing Walker in the 2010 primary for governor) to Walker. Priebus was the head of the Wisconsin State GOP at the time.

Apparently in an "I'll scratch your back if you scratch mine" move, Walker turned around and supported Priebus in his run for the head of the National GOP. Priebus tipped off the Walker campaign, saying,
"Neumann will be looking at two areas very soon -- the county debt and how it is calculated -- something about 'mortgaging the future' and why Walker dropped out of college."
Priebus also leaked the record requests covering Walker's time as County Executive and possible use of employees for political purposes.
Apparently as the Milwaukee County Executive, Walker had pushed a $400 million "pension obligation bond" to cover the Milwaukee County shortfall in pension funds.
