Here's a video of White House spokesman Jay Carney saying that while the White House always cooperates with congressional investigations, he won't speculate on the specifics of how the administration will cooperate with the GOP's new Benghazi investigation because the committee that will lead it hasn't even been created yet:

If Reince had bothered to actually watch what Carney said, the answer couldn't be more clear:
CARNEY: First of all, I haven't seen an investigation—I've seen a lot of rhetoric, a lot of talk. [...] What I will say is that we have a long history of cooperating with legitimate oversight inquire, and that cooperation will continue. What I'm not going to speculate about is what the Republicans are up to. It's pretty blatantly based on what they've said, and given what other Republicans have said, is that this is a highly partisan exercise.
And like clockwork, as if to prove Carney's point that this is all about politics, we already have one Republican House candidate using the forthcoming Benghazi committee to
raise money.
