With only a 7% approval rating, Boehner had to Do-Something to convince people that the idea of the Republican-led Congress is actually worth voting for.
Afterall, the Republican-run House which has voted 54 times in four years on repealing Obamacare, and failed -- so when President does it by exercising the fine print ... well that must make them feel a little 'powerless'.

And what was "it" that the president roll-backed -- that the Do-Nothing Republicans, with all their train-wreck ranting, failed to accomplish?
He granted employers more time, in implementing the Health Care plan without penalty. (If he hadn't they would have sued over that too, no doubt ... given the glitch-prone roll-out.)

Last year the president announced he'll delay by one year the Obamacare requirement that businesses with 50 or more employees provide insurance to their employees. Republicans strongly objected to the mandate in the first place and have called for repealing it.
Republicans would have removed from Employers entirely, the responsibility of providing affordable, competitive health care -- period, end-of-discussion.
If only they could 'wave their arms' --
and actually pass some laws!
But their track-record is sorely lacking in the Getting-Stuff-Done Dept. Thus their 7% approval rating.

Capitol Hill’s reputation as the “do-nothing Congress” is well-deserved.
The current session of Congress is on track to pass historically fewer laws of substance, according to an analysis by The Hill.

Out of the 126 laws passed by the 113th Congress so far, only 99 are considered substantive and not related to ceremonial recognitions.

As those numbers have dwindled, so has Congress’s approval rating.
Still, members are acutely aware of how they're perceived. A recent Gallup poll found just seven percent had a "great deal" or "quite a lot" of confidence in Congress -- the lowest score it had ever recorded for any institution.
