Advocates see the bill as a way to help millions of unregistered Californians.
" California Gov. Jerry Brown (D) on Saturday signed a bill that will automatically register voters, which was sent to him by the Democratic-controlled state legislature in September.
Since there are between 6 and 7 million Californians who remain unregistered to vote, voting rights advocates see the measure as a way to save money, boost security and reduce barriers to participation in elections. The state experienced record low turnout for a regularly scheduled general election last November, in which just 42 percent of Californians who were registered voted.

Here is how the auto voter registration will work. When Citizen go to the Ca DMV office they will be automatically registered to vote unless they opt out. Under the Current California registration system eligible voters aren’t placed on the roll unless they take action to register. The second good part about the new system is the data will then be transferred automatically instead of making election officials hand enter the information onto paper forms. This new election law alone could add millions to the voter rolls, save money and boost election security by reducing typos and registration errors.
The Brennan center wanted this to happen because it will make it harder for other states not to follow.
“In 2015 alone, at least 17 states plus the District of Columbia have introduced legislation proposing automatic registration,” Waldman said. “It has also reached the national level: presidential candidates Hillary Clinton and Bernie Sanders have endorsed the reform, and Senator Elizabeth Warren has also weighed in in favor of automatic registration.” - alternet
