I believe the most sensible solution for cannabis in the US is this;
1. Take cannabis off the list of federally controlled substances completely
2.Transfer responsibility of cannabis policy from the DEA to the AFT
3.Let states choose whether to use the dispensary system or not, but states must not criminalize, or even cite anyone following federal regulations. No monopoly or scams.
4.The only separation of medical and recreational cannabis should be a red card for possible lower cost for qualifying patients, such as VA patients. Under federal rescheduling the line between medical and recreational cannabis will fade. Naturally informed patients will know what strains, and which products will benefit them most making medical or recreational labeling unnecessary.
5.Age limits, amount limits, DUI laws are left to the states' jurisdiction.
