A group calling itself the Privacy for All coalition has filed what they call the Personal Privacy Protection Act for consideration as a ballot initiative in California. The PPPA is indeed all about the P (as in pee).
It would require that:
a person shall use facilities in accordance with their biological sex in all government buildings
. Without using the word transgender, the PPPA seeks to remove the right of transgender people to actually identify as such by defining "biological sex" as "the biological condition of being male or female as determined at or near the time of birth or through medical examination."
As the mechanism to enforce this the Act would create a civil claim against any individual who seeks to use facility in accordance with their gender identity rather than their biological sex...as well as any government entity that allows that to happen.
Such claim includes equitable relief and damages up to a maximum of three times the amount of actual damage but in no case less than $4,000, and attorney’s fees that may be determined by a court
Yes, you should read the word "bounty" there.
Anybody “whose privacy was actually violated” — presumably just by seeing a perceived-transgender person in the bathroom — or who decided not to use a bathroom because there was a perceived-transgender person inside would find relief under this claim. In other words, the law would place a bounty on transgender bathroom usage.

The word "perceived" is important there. Any person could, for example, claim that you, the reader, is in the wrong bathroom and file a claim accordingly. In fact, since it appears that there is no penalty for being wrong, I believe that we have found our form of protest. I propose that people who oppose the law clog the courts by filing an ever-increasing number of claims of privacy violation against anyone whatsoever who seeks to use the restroom at the same time they do.
An interesting appendage to the proposed PPPA is the part which specifies that proponents of the bill shall have standing to act as agent of the state should it face any legal challenge and fail to be defended by AG or any other state official.
The Privacy for All Coalition is a rebranding of the group previously identified as Privacy for All Students, which failed last year to place the repeal of AB 1266 on the ballot. That coalition included the Pacific Justice Institute and the Capitol Resource Institute.
You should be forgiven if you believe that the reason for the action by Privacy for All is to turn the populace against transgender and gender nonconforming people. Going after the deep pockets of the government entity that allowed the usage is designed to turn the government against transpeople as well.
