I just noticed this article in the Washington Post discussing how federal regulators are displeased with PayPal's decision to opt everyone in to automatic robocalls and texts:

PayPal's policy on robo-calling sparked an uproar last week when it rolled out. The company's user agreement automatically opts customers into receiving the calls and text messages, but does not appear to give consumers a way to opt out other than to leave the service.
Supposedly, come July 1st, they are going to force all users to accept a new user agreement that opts them into accepting such calls. It doesn't look like they will allow users to opt out through their account profile settings and instead will require them to either call or write customer support.
In the case of my own PayPal account, it has a defunct phone number. So I should be okay. However, I did notice that PayPal was displaying a big banner message that my profile was only 80% complete. The final 20% they were asking for was my mobile phone number information. I will let them eat static on that one.
