Sorry, this will be a quickie. I was convicted of smuggling 26,000 pounds of pot in 1981, and ended up doing 100 months in the federal system from 1985 into 1993. Back then, at least, El Reno was known for being a "transit facility" (Air Con, hub and spoke, middle of the country, you figure it out). I passed through there a number of times. My experiences were closer to those being litigated by lawyer Jesse Trentadue (brother murdered by the hacks at El Reno, related to Tim McVeigh case. the Oklahoma City bombing, etc.) than what The President was shown. I never saw an open hallway one. I saw barred cages four floors high, and so crowded that the cell doors couldn't even be closed, and the spillover so extreme that cots filled every spare inch of space.
Now, I know that El Reno has some units that are not that. But El Reno is also mostly exactly that, and all of the well known, and well documented abuses that come with the territory, so that it pains me to see the POTUS cynically played like that, and the BOP fucks getting away with it.
And I apologize for this mini rant, except that I have not yet seen anything else that reflects anything like the truth I witnessed first hand.
