This will be brief.
Whenever a member of law enforcement shoot, taser or assault a citizen, they should be subjected to mandatory drug testing. That testing should especially include performance enhancing drugs (steroids). If they are clean, return them to duty AFTER mandatory counselling regarding the incident and after being cleared of any misconduct by a review panel of citizens and law enforcement. If they test positive for drugs, they should be fired and prosecuted. If we are going to hold professional athletes to this high standard, why not cops?
Clearly, under the system in place today, they are not held accountable for their actions. These steps might give pause to the quick escalation of events that seem to be occurring ad nauseum.
Before any of you start tossing pies around, let me clarify that I have both a daughter and son in law enforcement. One is a detective and the other a beat cop. They both agree that if an officer is, "fearful for their life" as often as used for the excuse for overly aggressive behavior, those officers need to find a different line of work.
