CA Counties reports of missing and/or uncounted ballots as of 11-18-2016. CA SOS and counties seems to be ignoring 1.24M+- provisional ballots, 10%+ of all ballots. Personally i have no idea why CA has so many provisional ballots. Practices seem to vary dramatically by county in CA.
CA counties reported totals of uncounted ballots in 3 categories:
- Vote-By-Mail: 1,481,327
- Provisional Ballots: 1,238,495 (note: this number was 1,071,005 in the first report on 11-10-2016; hard to believe since a constant inventory of all ballots is required — it seems like in most counties these are being ignored).
- Damaged ballots, ballots that could not be machine read and need to be remade, and ballots diverted by optical scanners for further review: 101,412

NOTE: While 200,000 voted were estimated to have been counted since the 11-17-2016 — yesterday total -— 700,000 votes were added to the HRC total and 200,000 to the Tump total just today from the AM to PM reports. (see totals FRI AM from Th PM and FRI Am here). Going back to the 11-16-2016 report while 700,000+- votes have been added to the HRC total and 300,000+ to the Trump total only 600,00 votes were estimated to have been counted in the nearly the same time period.
Q&A Based on Comments in past stories on this:
1) Question: What’s the cause of the large number of ballots not counted at this point? I know this is not unique to this election; this is how it usually is.
Answer: In my humble opinion, a Statewide level of incompetence and a potential local desire to modify races outcomes. The process is known and predictable. These extended delays create expanded opportunities for potential criminal local actors to modify race outcomes. All the rest of the explanations are just excuses acceptable only if this was a one-time event.
2) Question: Do slow vote counts create an opportunity in CA to modify election outcomes?
Answer: Hmmmm, millions of ballots sitting around in 50-100 buildings around the State — most buildings have no one there 24/7 to watch the ballots — what could go wrong with that? Plenty of time in close elections to add a more ballots here and there — etc.
3) Question: What is wrong with a slow vote count?
Answer: one reason is that under CA State law this effectively prohibits anyone to successfully contest an election — and get a judicial review — if that must happen in the hours and few days between the final vote count — and when the count is certified. Over and Over again court challenges seem to be shut down when a vote is certified.
4) Question: Are election offices sufficiently funded in CA for an accurate voting system?
Answer: No election offices are consistently low priority items as in most counties and States, including CA.
5) Question: if you know anything about the elections in your county please answer this hypothetical question:
Question for You: Based on your experience with the election equipment, software and people in your county could you please list up to 10 hypothetical ways/places in your election system/methods an election result might be changed in your county from voters actual votes — all without anyone knowing that had happened (under the current system in place)?
