In any of Texas’s Senatorial Districts where a candidate gets more than 15%, the AT LARGE delegates are divided in proportion to the presidential primary vote. The Rules of the Texas Democratic Party

The delegates to the State Convention are elected in the Precinct Conventions which are held WITHIN the Texas State Senatorial Conventions that are held on March 19th after the Primary. 75% of the available delegates to the State Convention for that District are elected there, with the remaining 25% plus any of the 75% that were not claimed falling into the AT LARGE pool.
The delegates to the State Convention from every precinct are elected from among the vote of those present at the convention, these are not AT LARGE delegates. If there are more delegate slots than attendees, the unallocated delegates, if any, become AT LARGE delegates who will be chosen by the Nominations Committee of that Senatorial District who will choose AT LARGE delegates so that the proportion of delegates pledged to each candidate matches the percentage each candidate received in the Primary in that Senatorial District. There is no evidence that either the Hillary or Bernie campaigns have reason to despair
If Bernie “ONLY” gets 40% of the total he will still get 100 delegates out of Texas.
The Bernie campaign is working out of the Bexar County Democratic Party HQ (San Antonio).
Space was offered space to both the Hillary and Bernie campaigns in October.
Bernie supporter efforts here have been constantly intensifying, not diminishing.
We have had a Sanders Regional Director here since November and after Iowa another paid staff member arrived. We also have six Bernie super volunteers who are here constantly, and what seem like hundreds of grassroots volunteer phone bankers which show up here by the dozens every night, and make over 1000 contacts per night. They just can not be all accommodated at one time, They were on the steps and in the halls, so we ask them to send their overflow to other locations to keep from inconveniencing the Hillary Super Volunteers that phone bank on the 1st floor. Bernie staff have split their phone-banks between here and other locations to avoid problems with space to internet bandwidth, and parking.
It looks like a close contest from here and we encourage ALL Texas voters to get out and vote during Early Voting when they can vote in any Early Voting Site.
Here is a map to help you find an Early Vote Site. If you are a Bexar County (San Antonio) Resident, you may vote at any of these sites until tomorrow, Feb 26th at 8:00PM.
If you have moved you will probably be a “Suspense Voter” as long as you are still in the county it just means that you are registered but the Elections Office does not know where you are. Just fill out a statement of residency and you can vote a regular ballot.
Finally the Bexar County Early Voting Day Mast, which anyone can purchased from the Bexar County Elections Office by anyone does not give the vote for each candidate, but does give where voted and birth date. Get it and compare with 2012 the vote in early voting sites near the University of Texas and community collages, and the birth dates of those voting. We are seeing a great uptick in young voters, but we hope for more.
