The unclassified version of the report on Russian meddling in the election may well be "underwhelming", as the Intercept frames it, but it is worth reading for such details as a quote from a Russia Today editor:
"It is important to have a channel that people get used to, and then, when needed, you show them what you need to show."
This captures in a nutshell how propaganda operates.
Some years ago, I noticed how the Drudge Report makes itself very useful as a news source, with links to a wide range of interesting items regardless of one's political view. Just before major elections, though, it would slip in blatantly distorted claims about the Democratic candidate.
