So, he will tell SYRIA AND RUSSIA his plans 24 hours in advance, but he won’t tell America the plan.
The whole justification for the ‘not telling the press his plans’ position is to maintain the element of surprise against an adversary. It doesn’t apply when he WARNS THE ADVERSARY.
