Sending your surrogates (son, son-in-law and campaign manager) to meet with overseas agents to get illegally obtained foreign espionage about your campaign opponent, really ought to be illegal if it isn’t.
Putting aside questions of illegality or even immorality, here’s a question: why would you make yourself so vulnerable to blackmail?
The answer is probably this: Trump was ALREADY vulnerable to blackmail, so a meeting with a shady lawyer sent by Putin’s agents wasn’t going to make that any worse than it already was by June 2016.

“Oh sorry man, we snorted it all before you got here.”
No crime committed

“Hey Donnie, we’ve drugged a teenager. Want to come over and help us rape her?”
“I love it!”
“She left. Her mom came to pick her up for Girl Guides.”

“Hey Donnie, we’re going to go out and beat up some old Jews. New York is full of them. Join us!”
“I love it! – but I won’t invite Jared this time”
“Oh hi Don. We decided to stay home, get drunk and make fun of Christian TV shows. It’s easier and we can order room service.”

“Hey Donnie, want to come over and get some illegal foreign espionage about Hillary? It will help your father with the campaign and then later when he’s President, your Dad will be even more susceptible to blackmail by the Russians!”
“I love it. I will bring Jared and Paul Manafort too!”
“Yeah, sorry, we can’t really find anything on Hillary, but we’re REALLY glad you came to the meeting!”
No crime committed. Because it’s not a crime to make yourself or your father, susceptible to Russian blackmail.
