The concise lede:
The US-led attack on Syria's chemical weapons facilities did not achieve most of its objectives and will not deter President Bashar Assad, according to Israeli intelligence assessments.
And this comment isn't dry, it's arid:
"If President Trump had ordered the strike only to show that the US responded to Assad's use of chemical weapons, then that goal has been achieved," according to a senior defense establishment official. "But if there was another objective—such as paralyzing the ability to launch chemical weapons or deterring Assad from using it again—it's doubtful any of these objectives have been met."
Yes, Trump proved that the U.S. will respond. Big booms. Media hyperventilating. Money wasted. No other objectives achieved. No strategic objectives achieved. No military objectives achieved. No humanitarian objectives achieved. But a response for the sake of responding.
Another intelligence official added that, "The statement of 'Mission Accomplished' and (the assertion) that Assad's ability to use chemical weapons has been fatally hit has no basis."
Following the fine tradition of Republican presidents declaring missions accomplished, when other than possible temporary PR boosts, nothing actually has been.
The report says that Trump's brilliantly juvenile strategy of threatening imminent strikes motivated the Syrians to move or hide possible targets. It also says Israeli intelligence believes Syria has used chemical weapons on numerous occassions over the last five years, which raises the question of why Trump chose to pretend to do something, this time. Well, it's not as if Trump last week was swamped by bad news about his consigliare's possible criminal activity or another apparent validation of part of the Steele dossier.
The report says Syria's chemical weapons capabilities were only partially damaged, and more importantly, Bashar al-Assad has not been deterred from using them again.
And as Business Insider explained, in their coverage of this report:
Despite the US and allies' latest missile strike, the Syrian government has strengthened and fortified its position by clearing out more rebel strongholds.
Even if this bombing had completely eviscerated Assad’s chemical weapons capabilities, he’d just go back to slaughtering people the conventional way.
The report's sources seem to want Trump to do more, but as I wrote last week, there's really not much that can be done, militarily. But whether or not one supports the idea of military attacks on Syria, it's pretty clear that what Trump did was waste a lot of money to achieve little more than fortifying braying militants who think any big booms are kewl, and distracting from his own problems.
