Those are the opening words Rachel Maddow used in this next segment.
Something was bugging Rachel Maddow so she and her team dug in and found some startling connections between the timing of the DNC analytics data that was hacked and stolen by the GRU / Russian military intelligence according to the recent indictment brought by Robert Mueller, and the announcement by Trump Campaign digital director, Brad Parscale who announced on October 8, 2016 (@ minute 2:06 of video):
In the 2016 elections, there were three key states that, according to many analysts made up the approx. 78k votes, swung the electoral college away from Hillary Clinton. Pennsylvania, Michigan, and Wisconsin.
Rachel Maddow looks at the timing between the theft by Russian military intelligence of DNC analytics data in September 2016, as described in the recent indictment brought by Robert Mueller, and an abrupt change in campaign strategy by the Donald Trump campaign in early October.
At minute 3:12 of the video report, Rachel displays this tweet:
.. That tweet highlights this story: Bloomberg | By Joshua Green and Sasha Issenberg | October 27, 2016,: Inside the Trump Bunker, With Days to Go
Within that article is a video report with Sasha Issenberg describing the voter suppression campaign launched by Brad Parscale.
Parscale having limited experience in running a campaign according to Issenberg, spent all efforts to diminish voter turnout by disseminating the hacked and stolen opposition-data.
Brad Pascale now knew exactly where to strike; where to plant that stolen data because he, at that point, had access to the DNC’s analytics, the DNC campaign strategies and other materials.
The timing is what prompted Rachel Maddow and her team to revisit the indictment, and the dates of the hacking done by the GRU.
It is remarkable to say the least, how closely aligned the dates of the hacked and stolen DNC analytics are with the sudden ‘About-Face’ the Trump campaign took.
And where that ‘About-Face” took place. Wisconsin, Michigan, and Pennsylvania
Rachel Maddow video report is only three and a half minutes long, and in that time presents a very compelling case directly tying the Trump campaign to the GRU (Russian military intelligence), the hacked and stolen materials, and maybe more important, the fact that the Trump campaign at that point in time, just weeks before the elections, the Trump campaign now were holding the DNC’s internal campaigning strategy - the DNC’s campaign analytics - which gave the Trump campaign unique knowledge of just where to target and plant the GRU’s stolen Kompromat that would most effectively suppress the votes.
Trump’s digital campaign director, Brad Parscale probably isn't the only Trump campaign official that got his hands on the DNC’s inside analytics that enabled him to target precise precincts with pin-point accuracy.

Here is the indictment (pdf)
At minute 00:13 of the video segment, Rachel Maddow reads from this section of the indictment (page 13 of 29):
In or around September 2016, the Conspirators [GRU | Putin’s military intelligence] also successfully gained access to DNC computers hosted on a third-party cloud-computing service.
These computers contained test applications related to the DNC’s analytics.
After conducting reconnaissance, the Conspirators gathered data by creating backups, or “snapshots,” of the DNC’s cloud-based systems using the cloud provider’s own technology.
The Conspirators then moved the snapshots to cloud-based accounts they had registered with the same service, thereby stealing the data from the DNC.

Grrr... It’s one of those days where the more I write the less it makes sense.
Rachel Maddow makes things much more clear, so it’s 3½ minutes well worth digging into — imo
