I think that we since Trump’s promises are so important to him, we should give him a bill that fulfills several of them at once. He says he needs $5.7 Billion for the wall, which he promised Mexico would pay for. He also promised to invest $1.5 trillion in infrastructure. So, I think we should combine both into a single bill.
AND he actually had a great idea of how to pay for this when he was running for President the first time in 1999 as a contender for the Reform Party nomination. At that time he suggested a wealth tax on all net worth over $10 million in order to pay down the National Debt. I would use that idea to cover the costs. I’m not sure exactly what the right rate would be, but I suspect that 5% of all net worth over $1 Billion would be more than enough.
So the bill would read something like:
“The President shall have discretion to spend up to $5.7 Billion for a barrier of his choice along the border betwen the United States and Mexico. The Departments of the Interior, the Department of Transportation, and the Army Corps of Engineers shall receive $1.5 Trillion to perform the most critical Infrastructure repairs throughout the United States. These funds will be collected through a tax to be administered by the Internal Revenue Service of 5% on all personal net worth or net worth held in trust for individual use in excess of $1Billion. Any funds collected in excess of the afore stated allocations shall be used to reduce the National Debt of the United States.
Concealment of net worth by any individual or trustee to evade this tax shall be punished with a fine of triple the tax evaded and a 15 year minimum prison term.”
