It wasn't simply the Axios story that Trump wanted to nuke hurricanes. The back story goes to the use of bombs in the first three films of the Sharknado series. Recall that in Sharknado 3, Trump was going to be cast as POTUS (Mark Cuban got the gig).
The report, published on Sunday, cites sources who say Trump mentioned the idea more than once, including during a hurricane briefing at the White House.
A source who was present at the time paraphrased Trump’s remarks:
“They start forming off the coast of Africa, as they’re moving across the Atlantic, we drop a bomb inside the eye of the hurricane and it disrupts it. Why can’t we do that?”
“People were astonished,” the source said.

Sarah Palin had apparently been producers’ first choice to play the role, but because Trump was thinking of actually running for president in real life, the part ultimately went to Mark Cuban.
