The nonpartisan Debate Commission is considering some rule changes like cutting off the microphone to limit Trump’s constant interruptions that ruined the first debate.
A campaign spokesman also appeared to accuse the nonpartisan Commission on Presidential Debates of bias in favor of Democrat Joe Biden.

The debate commission said Wednesday it'll announce the changes shortly following a debate marred by frequent interruptions – largely from Trump. In anticipation of the announcement, Trump's campaign already countered potential adjustments and accused the commission of harboring biases.
The Trump campaign isn’t happy without the prerogative for Trump to interrupt everything Biden says.
In today’s White House press briefing Kayleigh McEnany just reaffirmed that the President opposes any changes to the debate format, and he intends to take part in the remaining debates.
Appearing on Fox News, Republican National Committee Chairwoman Ronna McDanie said that the commission should not make any adjustments without the support of both campaigns and that the rules should not be changed “in the middle of the campaign,” after both sides agreed to specific parameters.
The best outcome would be for the Trump campaign to refuse to take part in the remaining two debates. Given his complete lack of self discipline, it’s doubtful that Mr Trump can help himself in the remaining two debates, whether his microphone is turned off while Biden speaks, or not.

Trump is one of the few people in America who thinks his debate stratagy of flouting the rules is effective. But Trump has always flouted rules, norms, ethics, and laws whenever it suits him.
The debate commission said it was planning changes after Tuesday's chaotic first debate.

In a call with reporters later Thursday, Trump campaign manager Bill Stepien blasted the leadership and trustees of the CPD by name.
"Joe Biden is a creature of this city. He's been cozying up to this city's wheelers, dealers and insiders for the last half-century. And lo and behold, that's exactly who runs this commission," Stepien said.
Campaign spokesman Jason Miller went even farther, calling them "permanent swamp monsters."

So looks like the Trump campaign may be creating an excuse to duck out of the next two debates, if the CPD alters the format, or takes steps to enforce the existing rules by cutting off microphones. Probably a strategic decision when your candidate is likely to go off the rails again.
