Alternative Districts: North Dakota State Legislature
Below you'll find my alternative to the North Dakota State Legislature district map contrasted with the actual map. As with all of my maps, certain criteria are considered including: compactness, coalescing communities of interest including large minority voting blocs, and respecting political boundaries. Recreating the actual map using Dave’s Redistricting App was not practical since too many districts couldn’t be drawn to match exactly, which caused discrepancies that had significant effects on district demographics. Since most of the districts are in a few counties, this presentation will follow a unique layout. You’ll only see images of different regions, book-ended by an overview of the state, and you’ll also be able to see each district’s number. Additionally, Dave’s Redistricting App doesn’t display Partisan Voting Indices for every state, including North Dakota. As with all of diaries in this series, data for each district is assembled at the end of the diary using spreadsheets via Stephen Wolf’s guide, which is cited alongside my other sources. The district numbering keeps to the previous numbering as closely as possible.
Overview
Fargo 11, 13, 16, 21, 22, 27, 41, 44-46
Grand Forks 17, 18, 42, 43
Jamestown 12, 29
Bismarck 7, 30, 32, 34, 35, 47
Dickinson 37
Minot 3, 5, 40
Williston 1
North Dakota Republicans drew the current gerrymandered legislative district map. This has only ensured that they would win more districts than they probably should based on partisanship. However, in this increasingly Republican state, Republicans would be favored to consistently win large majorities. My version makes this chamber more representative of the state by: respecting municipal and regional boundaries, which improves cohesion of communities of interest.
