In 1979 Jimmy Carter’s energy plan called for insulating 90% of American homes and all new buildings and use solar energy in more than 2.5 million homes by 1985. "There are about 95 million single family homes in the U.S. as of 2019. This includes both detached and attached single family homes, such as townhouses." This should give you an idea of the scale of the problem and the drop in the bucket Biden's plan actually is.
Both the Green New Deal and Biden's energy plan seem to be less ambitious than Jimmy Carter's 1979 plan. There were 1.3 million solar installations in the USA in 2017 by one count and may be 1.9 million in 2019 by another. The DOE is predicting there will be 3.8 million solar homes by 2020 so we're only about 20 years behind Carter's schedule.
Fact of the matter is we know how to build net zero energy buildings, buildings which generate as much energy as they consume, at all scales from skyscraper to single family home and at all price points from low income to, of course, luxury, and we can do it in both the Arctic and Antarctic where net zero energy installations have been built. Somebody want to tell Joe Biden that? Hell, somebody might want to tell that to Ed Markey or Alexandria Ocasio-Cortez. Can't be me because I've already tried quite a few times with both of those politicians.
PS: The UK is offering up to £10,000 in loft, wall, underfloor insulation, double & triple glazed windows, new boilers, heat pumps, low-energy lighting & energy-efficient doors... to create thousands of jobs while reducing carbon emissions & reducing energy bills.

Not only is Biden's plan less ambitious than Carter's 1979 plan but it may very well be less ambitious than Boris Johnson's too.
Still and all, Biden is (sun)light years ahead of Trmp but that’s no reason why climate activitists should not keep pushing him to do more and do better and do what is actually essential if we are to avoid more climate catastrophe.
