To be clear, I understand that the Senate has sole power to try an impeachment, and thus (arguably) could choose not to vote at all.
But I thought there was a Senate rule that moved impeachment cases to the top of the calendar.
And I assumed it was relatively difficult to change Senate rules mid-session.
So given all that, what would McConnell need to do to avoid time-consuming debate on a vote?
