It seems to have gone unnoticed, but Representative Jamie Raskin (D-MD) is behind a parallel effort to pursue a 25th Amendment removal of Trump from the Presidency.
While the removal clause (Section 4) of the 25th Amendment states that the effort must be initiated by the VP and the Cabinet, the clause also states “or of such other body as Congress may by law provide.”
Rep Raskin has prepared a proposed bill that would specify that the Cabinet can be replaced by a committee consisting of 17 members appointed by Republicans and Dems in Congress, who would advise and authorize the VP to pursue removal of the President. The committee would include medical and mental health professionals appointed equally by the 4 House and Senate leaders. The 17th member and Chair would be selected by the 16 appointed members. The committee would be empowered to replace the Cabinet for the purposes of facilitating the removal clause.
This approach would be in addition to the impeachment that is underway. Whether either approach is likely to succeed in the next 12 days is problematic, but at least it provides a real alternative, and perhaps guidance for future actions against a deranged Chief Executive.
