What rule allowed just 52 Senators to pass a bill overturning Biden’s vaccine mandate for businesses, even though it wasn’t part of a reconciliation bill? And why can’t this rule be used to pass other non-reconciliation bills with less than 60 but more than 50 votes in the Senate?
I’m not worried about this bill because Biden’s going to veto it even if it manages to get through the House. I’m just wondering what Senate rule allows this and why Democrats aren’t able to use it.
