TX-28 (D): It looks like Democratic incumbent Rep. Henry Cuellar may slide back into a lead, but it may not be enough to avoid a runoff. Reports from local sources say that he won the early vote in Starr County by about 1600 votes. Couple that with the roughly 2000 votes from Zavala County that just fell heavily in his favor, and we are looking at what will be, when the smoke clears, a Cuellar lead of about 600 votes or so. HOWEVER...a third candidate, Tannya Benavides, should be around 1700 votes at that point. That would mean a runoff, pending the rest of the election day vote coming in.
