Reagan states: "Actually what I used as an expression or a figure of speech was saying that I believe that certain administrators so far had attempted to temporize to the point of appeasing, in an effort to deal with this obviously little revolutionary group. And I said I think they've come to the end of the line of temporizing. I said I think they've come to the moment of truth. They must bite the bullet and take the bloodbath of saying here this far and no further. It was an expression of speech."
