You might almost welcome someone with that record criticizing your diplomatic record. Although that "trained ape" business is something else. Maybe we can be generous about Rumsfeld's intent there and assume that, rather than having crude racist overtones, that term was merely a reflection of how Dick Cheney saw George W. Bush.
