US Troops training for civil unrest?

This is my first diary for KOS. I'm submitting this because I just read something that scared the pants off me. It comes from what I believe is a very credible source and looks like just one-more-time that the Bush administration has used "executive power" to over rule an act of congress for its own nefarious purposes.

The timing of this ruling is what is most frightening to me: (1)the financial market is in shambles and the administration's puppets (read Paulson and Bernake) are holding the American people at gunpoint, and (2)the ruling goes into effect just five weeks before the November election in which the Republicans are faltering on all fronts.
