We know what the results of campaign finance reform should be: reform should bring us closer to a world where we all have the same effect on the outcome of an election, and where legislators can spend their time doing their job, rather than chasing after campaign contributions. The only question is how to get there.
My solution would be for the government to give every adult citizen a PayPal-style account with, say, $100 each election cycle, which they could then donate in small amounts to the campaigns of any registered candidate for Federal office.
